Cigarette électronique : Règlementation et sécurité en France

The last few days have seen concern spread in the USA about the use of electronic cigarettes and e-liquids.

The cases of those hospitalized are still under investigation, and the causes of the epidemic in the USA are not yet precisely known.

Professor Bertrand Dautzenberg, a lung specialist at the Pitié-Salpêtrière hospital in Paris, said: "From the lung X-rays I've been able to see, these are pneumopathies caused by the presence of lipids in the lungs. This may be linked to liquids containing impurities and sold under the table."

As a precautionary measure, the American health authorities therefore recommended that electronic cigarettes should no longer be used.

There was little or no regulation of e-cigarette use in the U.S., which was something that should have been done from the outset, defining conditions for the use of e-cigarettes and nicotine dosages, rather than suddenly realizing.

In France, the procedure is much more regulated, with manufacturers of e-cigarette e-liquids, importers and sellers in specialist stores all required to declare the precise composition of their e-liquids, whether manufactured in France or imported, to the Agence nationale de sécurité sanitaire de l'alimentation, de l'environnement et du travail (Anses) and poison control centers.

The sale of this type of product to minors is prohibited. What's more, Santé publique France claims that at least 700,000 smokers have found smoking cessation in electronic cigarettes.

There are more and more controls on devices, validation of the list of existing substances in refill products and limited nicotine dosages, which is not the case in the United States.

Moreover, as this is a regular consumer product, controls are carried out under the responsibility of the Direction générale de la concurrence, de la consommation et de la répression des fraudes (DGCCRF), the president of the fédération interprofessionnelle de la vape (Fivape), Jean Moiroud, explained: "Seizures are made in stores, and samples are then analyzed in the laboratory; the conformity of labeling is also checked".

All of which goes to show that the vape sector in France is well protected, from electronic cigarettes to e-liquid components.
